General Project Description
The Housing Authority of the City of Los Angeles (HACLA) is seeking professional consulting services to conduct a comprehensive Property Management Assessment. The purpose of this engagement is to evaluate current property management operations, identify areas for improvement, and develop a sustainable and scalable business model aligned with industry standards. The assessment will be conducted in three phases: General Assessment (including financial review, management model evaluation, and fee structure analysis), Business Plan Development (target customer and business model analysis), and Human Capital Assessment (workforce evaluation, job description development, and pilot implementation planning). Deliverables include a comprehensive assessment report, business plan, human capital report, and presentations.
