Tehama County Resource Conservation District is seeking bids from qualified and interested contractors for the following project titled, Stairstep Mastication Project, identified under Solicitation ID: -. Work is to be performed near 202 Walnut St, Red Bluff, CA 96080, USA in Tehama County.

General Project Description

This Request for Proposal (RFP) is for contracted services to perform mastication work as part of the Stairstep Mastication Project. The project is located along Turner Mountain Roads and between Turner Mountain Road and Battle Creek Meadows Ranch near Mineral, CA, within the Lassen National Forest, covering up to 256 treatment acres. The primary goal is to prepare sites for reforestation treatments, reduce stand basal area, improve forest health and dynamics, alter stand composition, and eradicate pest infestations. The work involves using tracked or wheeled mastication machines to cut and masticate standing conifer and hardwood trees and other vegetation up to 10” DBH, masticating montane shrubs/brush over 12” tall, and processing downed logs. Key specifications include managing masticated material depth to 18” or less, retaining specific riparian hardwoods, and protecting watercourses. The contractor must ensure environmental compliance, implement fire risk mitigation measures, and adhere to a Winter Period Operations Plan (WPOP).

  • Quantity: 1  Unit: LS  Work Item: Retention of identified sensitive species, Specifications: all oaks, alders, and other riparian hardwoods (e.g., Aspen, Cottonwood, Willow) must be retained.
  • Quantity: 1  Unit: LS  Work Item: Watercourse protection, Specifications: Protection of beneficial uses of water, riparian functions, and species observed within designated watercourse protection zones (Class I, II, III).
  • Quantity: 1  Unit: LS  Work Item: Equipment and site management, Specifications: including weed washing equipment prior to mobilization, USFS inspection scheduling, adherence to fire risk mitigations (Public Resources Code 4427-4442), on-board fire suppression capabilities, and full compliance with the Winter Period Operations Plan (WPOP).
