Unofficial Notice of Invitation to Bid (NIB)

Tehama County Resource Conservation District is seeking bids from qualified and interested contractors for the following project titled, Mendocino National Forest Reforestation - Planting, identified under Solicitation ID: Mendocino National Forest Reforestation--Planting. Work is to be performed near 202 Walnut St, Red Bluff, CA 96080, USA in Tehama County.

General Project Description

This project aims to reforest 571 acres within the Mendocino National Forest following the 2020 August Complex fire, which caused varying intensities of damage from low to 100% tree mortality. The Resource Conservation District of Tehama County received funding from CAL FIRE Forest Health program to accomplish this post-fire reforestation. The work involves site preparation, which includes scalping planting sites to expose bare mineral soil and removing competing vegetation, ensuring proper root-to-soil contact, and positioning scalp locations to avoid standing water, compacted soils, or large debris. Seedling planting will involve approximately 35,000 plug seedlings in Spring 2026 and 60,000 plug seedlings in Spring 2027, planted singularly, upright, and firmly in bare mineral soil with the root collar level or slightly below the soil surface, eliminating air pockets. Contractors must plant a diverse mix of native and climate-adapted tree species according to RPF spacing guidelines, targeting approximately 35,000 seedlings over 200 acres and 60,000 seedlings over 371 acres (15ft average spacing). Watercourse protection measures and endangered/threatened species protections are also outlined as part of the project.
