General Project Description

The City of Moorpark is seeking professional services for the evaluation and establishment of railroad quiet zones, specifically at the Moorpark Avenue and Spring Road at-grade crossings along the Southern California Regional Rail Authority (SCRRA) lines. The project follows Federal Railroad Administration (FRA) and SCRRA guidelines and includes conducting traffic and queuing studies, preparing a quiet zone risk analysis, identifying Engineering Alternate Safety Measures (ASMs) and Supplemental Safety Measures (SSMs), coordinating applications for FRA and California Public Utilities Commission (CPUC) approvals, and assisting in seeking grant funding opportunities. The scope also includes design development, final engineering plans, and quiet zone noticing.
