General Project Description
The San Miguel Community Services District (SMSCD) is requesting proposals from contractors for the removal and dewatering of biosolids from municipal wastewater treatment ponds 3 and 4 at the San Miguel Wastewater Treatment Facility (WWTF). The project addresses sludge accumulation preventing treatment capacity, requiring the contractor to mobilize equipment, remove and dewater biosolids to a minimum of 15% solids, and demobilize equipment. Optional tasks include biosolids removal from ponds 1 and 2, and hauling of dewatered biosolids to a local landfill. The work requires adherence to specific dewatering, storage, water usage, and testing protocols, along with coordination with District staff.

- Quantity: 1 Unit: LS Work Item: Mobilization (delivery and installation of all equipment, project management, QA/QC, work plan development, data collection, pre-construction meeting).
- Quantity: 125 Unit: Dry Ton Work Item: Remove Biosolids from Pond 3 & 4 and Dewater. Specifications: Achieve 15% solids or greater, chemical treatment must be nonhazardous and comply with CCR Title 22 Chapter 11, use existing pond water for dilution only, return filtrate to WWTF Pond 1, store biosolids within sludge drying bed to prevent run-off.
- Quantity: 1 Unit: LS Work Item: Demobilization (removal of all pumps, equipment, liners, and vehicles, restoration of disturbed areas to pre-project conditions).
- Quantity: 5 Unit: Dry Ton Work Item: Optional Task #1: Remove Biosolids from Pond 1 & 2 and Dewater. Specifications: Same as item 2.
- Quantity: 125 Unit: Dry Ton Work Item: Optional Task #2a: Hauling of Dewatered Biosolids (Pond 3 & 4). Specifications: Ensure containment measures, obtain all necessary transport and disposal permits, coordinate with licensed disposal facilities.
- Quantity: 5 Unit: Dry Ton Work Item: Optional Task #2b: Hauling of Dewatered Biosolids (Pond 1 & 2). Specifications: Same as item 5.
