General Project Description
The City of Alhambra is soliciting proposals from qualified firms to conduct an independent audit of its Solid Waste Management Services Agreement with Republic Services for the 2023-2024 rate year. The audit's purpose is to review and evaluate compliance with the agreement's terms, customer service levels, billing accuracy, fee payments, receipts, tonnage reporting, complaint records, and adherence to state recycling and organics mandates (including AB 939, SB 1374, California Green Building Code, AB 341, AB 1826, SB 1383) and diversion rate verification. The consultant will prepare a detailed audit report summarizing findings, identifying variances, providing recommendations for improving compliance, accuracy, and program efficiency, and presenting findings to City staff and/or City Council.
