General Project Description
The Department of General Services (DGS), Real Estate Services Division (RESD), Project Management and Development Branch (PMDB) is requesting Statements of Qualifications (SOQ) from environmental planning firms to provide professional services. The project involves developing "Caltrans VMP Planning, Procedures, and Implementation Guidelines" (Caltrans VMP Guidelines) to replace outdated sections of the Caltrans Maintenance Manual. The scope includes preparing various Vegetation Management Plans (VMP Plans) for districts and statewide, developing a new VMP Manual, and creating communication strategies and tools for the Caltrans Vegetation Management Program (VMP). This will encompass environmental compliance studies (CEQA, CalVTP, NEPA), natural and cultural resource assessments, public participation and community outreach, community planning analysis, graphics and visual assessments (e.g., photo-simulations, GIS mapping), and website publishing for public access. The overall purpose is to manage vegetation along state highways to improve safety, landscape resilience, ecosystem function, and reduce wildfire ignition.
