Unofficial Notice of Invitation to Bid (NIB)

Los Angeles County Public Works Department is seeking bids from qualified and interested contractors for the following project titled, Proposed Splash Pad and Site Improvements, Area D - Whittier Narrows Regional Recreational Area, identified under Solicitation ID: BRC0000608. Work is to be performed near 900 S Fremont Ave, Alhambra, CA 91803, USA in Los Angeles County.

General Project Description

The project involves the construction of a new splash pad and site improvements in Area D of the Whittier Narrows Regional Recreational Area. The scope includes a splash pad, storm water basin, and improvements to an adjacent parking lot, walks, and restroom/equipment storage building. The splash pad will feature concrete hardscape, perimeter seating walls, screen walls, shade sails, a mechanical pad, and a pump vault. A below-grade balance tank is also planned. The work includes general earthwork such as clearing, grubbing, excavation of undocumented and disturbed soils, demolition, backfilling with compacted fill or sand-cement slurry for utility trenches and retaining walls, and subgrade preparation. Foundations will involve shallow footings for buildings and drilled pile foundations for shade structures. Pavement design for traffic areas and stormwater infiltration systems are also part of the project.

General Bid Items

  • Quantity: -  Unit: -  Work Item: Clearing and Grubbing, Specifications: Clearing of vegetation, existing structures, debris, pavements, buried obstructions (footings, abandoned utilities, tree roots), and organic topsoil from the site.
  • Quantity: -  Unit: -  Work Item: Excavation of Undocumented and Disturbed Soils, Specifications: Removal of undocumented fills, disturbed soils, and a portion of natural soils to depths of at least 4 feet below existing grades or 2 feet below the base of foundations and slabs (whichever is deeper) for the single-story restroom/equipment storage building and retaining walls taller than 5 feet. Deeper removals along property lines or adjacent to existing improvements may require shoring or slot cuts.
  • Quantity: -  Unit: -  Work Item: Demolished Material Salvage/Removal, Specifications: Inert demolition debris (concrete, asphalt) may be crushed for reuse in engineered fills or a stabilization layer if approved by the owner/agency.
  • Quantity: -  Unit: -  Work Item: Subgrade Preparation and Compaction, Specifications: Remedial earthwork, including removal and recompaction of existing fill and a portion of upper low-density natural soils. Moisture conditioning (drying/mixing) of on-site soils required for proper compaction. Compacted to at least 95 percent of the maximum dry density (ASTM D1557).
  • Quantity: -  Unit: -  Work Item: General Compacted Fill, Specifications: Use of on-site soils (after moisture conditioning) or imported granular soils (predominately granular, containing no more than 40 percent fines, non-expansive with an Expansion Index less than 20), free of debris, with particles no larger than 6 inches in greatest dimension (or 3 inches within planned foundation depths).
  • Quantity: -  Unit: -  Work Item: Retaining Wall Backfill, Specifications: On-site or imported granular soils (no more than 40 percent fines, non-expansive EI of 20 or less), mechanically compacted in lifts. Installation of a drain system consisting of perforated pipe and gravel, wrapped in a suitable non-woven filter fabric (Mirafi 140N or equivalent), with a minimum of one cubic foot of rock used per lineal foot of drain, and the filter fabric lapped at the top.
  • Quantity: -  Unit: -  Work Item: Utility Trench Backfill, Specifications: Mechanically compacted in lifts. In areas where mechanical compaction is impractical, sand-cement slurry (containing at least one sack of cement per cubic yard and having a maximum slump of 5 inches) may be used as a substitute for compacted backfill.
  • Quantity: -  Unit: -  Work Item: Shallow Footings for Restroom/Equipment Storage Building, Specifications: Supported on properly compacted fill, designed for a static allowable net bearing pressure up to 2,500 pounds per square foot, with a minimum footing width of 15 inches.
  • Quantity: -  Unit: -  Work Item: Drilled Pile Foundations for Shade Structures, Specifications: Drilled piles extending into undisturbed natural soils or supported on properly compacted fill, designed for axial capacity and lateral resistance. Construction to be performed in accordance with ACI 336.1, "Standard Specifications for the Construction of Drilled Piles." Pile excavations to be filled with concrete on the same day they are drilled, using special equipment to prevent free fall of concrete greater than 5 feet or striking excavation walls.
  • Quantity: -  Unit: -  Work Item: Concrete Hardscape, Stairs, Flatwork, and Sidewalks, Specifications: Underlain by at least 4 inches of crushed aggregate base (CAB) compacted to at least 95% of the maximum dry density (ASTM D1557). Base course materials to conform to Section 200-2 of the Standard Specifications for Public Works Construction (Green Book) for CAB or crushed miscellaneous base (CMB).
  • Quantity: -  Unit: -  Work Item: Concrete Pavers for Pedestrian Applications, Specifications: Minimum thickness of 60 mm (2.375 inches), placed on 25 mm (1 inch) thick bedding sand. Bedding sand to conform to ASTM C-33 gradation requirements. Mason sand or bedding sand may be used in the joints between pavers, with mason sand conforming to ASTM C-144 gradation. Installation to follow ICPI guidance (1999).
  • Quantity: -  Unit: -  Work Item: Below-Grade Balance Tank, Specifications: Walls to be backfilled with sandy soils (less than 40 percent passing the No. 200 sieve). For level, drained backfill from non-expansive granular soils (EI < 20), active earth pressures can be designed with an equivalent fluid weighing of 38 pounds per cubic foot. At-rest pressures can be designed with an equivalent fluid weighing of 55 pounds per cubic foot. For walls 6 feet or more in height, a seismic lateral pressure of 25 pounds per cubic foot should be added to active earth pressure. If the wall/tank backfill is not drained, waterproofing and an additional lateral pressure of 47 pounds per cubic foot must be considered.
  • Quantity: -  Unit: -  Work Item: Storm Water Infiltration System, Specifications: Based on field infiltration tests, stormwater infiltration at the site is feasible. Test wells were installed in 8-inch diameter boreholes using truck-mounted hollow stem auger drill equipment, with 2-inch diameter PVC casing installed and annular space backfilled with well sand.
  • Quantity: -  Unit: -  Work Item: Soil Corrosivity Protection, Specifications: For buried metallic structures or pipes, a Corrosion Engineer should be consulted due to corrosive on-site soils.
