General Project Description
This project involves the installation of a new traffic signal system, pedestrian enhancements, and various appurtenant civil and electrical work at the intersection of Foothill Boulevard and Cloud Avenue in the unincorporated community of La Crescenta-Montrose. The scope includes site preparation, asphalt concrete pavement work (removal and replacement), subgrade preparation, concrete curb, walk, gutter, and ramp construction with detectable warning surfaces. Electrical work encompasses the installation of traffic signal controllers (specifically Fourth Dimension Traffic software), mast arms, pull boxes, extensive wiring, traffic signal faces, LED pedestrian countdown signal modules, pedestrian push button assemblies, and advanced detection systems (Video Detection System, Radar/Video Multi-Sensor Detection System). Temporary traffic control measures, comprehensive site maintenance including street sweeping and graffiti removal, and stringent environmental compliance (like Water Pollution Control Plan integrating Best Management Practices - BMPs, and a Silica Exposure Control Plan for concrete work) are mandatory. Compliance with California public contract codes, prevailing wage laws, and local worker hire policies is also required.
