General Project Description
The City of Manhattan Beach seeks qualified consulting firms to provide architectural and public engagement services for "Project Pulse," a downtown redevelopment initiative focused on two City-owned properties: Parking Lot 3 (1155 Morningside Drive) and 400 Manhattan Beach Boulevard. The project's purpose is to shape the future development of these properties through comprehensive community engagement, design concept development, and the production of schematic design packages. The selected consultant will facilitate design charrettes and community workshops, develop architectural drawings and renderings, prepare a summary report, and assist City staff with presentations to the City Council. The work includes ensuring compliance with various regulatory standards, including the Manhattan Beach Municipal Code, California Building Code, California Fire Code, Coastal Act, and Americans with Disabilities Act (ADA), utilizing creative graphics and media for effective communication.

- Quantity: 1 Unit: LS Work Item: Facilitate one-day, in-person design charrette for 400 Manhattan Beach Boulevard. Specifications: Includes preparation and presentation of hard-copy and digital materials, guiding participant groups through a structured process (planning agenda, setting objectives, ensuring active participation, time management), and producing 1-2 conceptual designs during the charrette.
- Quantity: 1 Unit: LS Work Item: Facilitate community workshop/open house. Specifications: Present conceptual designs resulting from charrettes, collect further feedback from the community, refine conceptual designs, and prepare schematic design packages for both properties.
- Quantity: 1 Unit: LS Work Item: Produce refined Schematic Design Packages for both properties. Specifications: Based on conceptual designs, includes architectural drawings (Site Plan, Proposed Floor Plans with parking, Landscape Plans, Roof Plan(s), Exterior Elevations, Sections, Color three-dimensional renderings/perspectives), must provide sufficient basis for detailed construction drawings, and sufficient basis to formulate a project description for California Environmental Quality Act (CEQA).
- Quantity: 1 Unit: LS Work Item: Assist City staff with preparation of materials and reports for City Council presentation. Specifications: Prepare staff report and PowerPoint presentation for the schematic design packages for both properties.
- Quantity: 1 Unit: LS Work Item: Present Schematic Design Packages at City Council meeting(s).
- Quantity: 1 Unit: LS Work Item: Develop Visual and Interactive Materials for Design Charrettes and Community Workshop. Specifications: Includes a visual presentation to introduce project purpose and initial instructions (images, graphics, maps, infographics in hard-copy and digital formats), and interactive materials for participants to communicate preferences for redevelopment options (images, graphics, maps, infographics in hard-copy and digital formats).
- Quantity: 1 Unit: LS Work Item: Produce Conceptual Plans. Specifications: Includes Site Plan, Proposed Floor Plans (with parking plans), Landscape Plans, and Color Exterior Elevations (north, south, east, west).
- Quantity: 1 Unit: LS Work Item: Produce Summary Report. Specifications: Concisely describes the project, design charrette, and community workshop process, and the design concepts that resulted for each property. Report must cover urban design concept elements such as design, parking, mobility, environmental, social, and enabling considerations (development standards).
