Mountain View City is seeking bids from qualified and interested contractors for the following project titled, NORTH BAYSHORE SEMIANNUAL TRAFFIC COUNTS, PROJECT 26 -24, identified under Solicitation ID: R261694. Work is to be performed near 500 Castro St, Mountain View, CA 94041, USA in Santa Clara County.

General Project Description

This project is a Request for Proposals (RFP) for semiannual multi-modal traffic counts and transportation data collection within the North Bayshore District of Mountain View, California, from Fall 2026 to Spring 2029. The selected consultant will be responsible for project management, collecting daily multi-modal roadway and shared-use path counts at designated gateways and street segments, performing vehicle classification observations (including single-occupancy, carpool, TNC, autonomous vehicles, trucks, transit, bicyclists, micromobility, and pedestrians), and conducting bus occupancy observations. The collected data will be analyzed to monitor transportation mode share and vehicle trips, assess compliance with the District's vehicle cap and mode-share target, and inform city planning and policy regarding urban mobility. The scope includes preparing fall memos and final spring reports, with optional tasks such as attending public meetings, summarizing prepandemic traffic trends, and conducting gateway operational analysis.

Specifications: Prepare for and facilitate kickoff meeting with City staff; refine project goals, requirements, expectations, deliverables, work plan, and schedule; facilitate regularly scheduled check-in meetings; manage subconsultants and vendors.
  • Quantity: -  Unit: -  Work Item: Collect daily multi-modal roadway and shared-use path counts at North Bayshore gateways (e.g., San Antonio Road, Bayshore Parkway, Rengstorff Avenue, Shoreline Boulevard, La Avenida, Permanente Creek Trail, Stevens Creek Trail) for both inbound and outbound directions. Specifications: Data collection over a two-week period every fall (October) and spring (February) from Fall 2026 to Spring 2029; average counts during morning peak period (7:00 a.m. - 11:00 a.m.) and evening peak period (3:00 p.m. - 7:30 p.m.) for a typical mid-weekday (Tuesday through Thursday) and typical weekday (Monday through Friday).
  • Quantity: -  Unit: -  Work Item: Collect vehicle classification counts for the inbound direction during the morning peak period and outbound direction during the evening peak period at identified gateway locations. Specifications: Data collection in both fall and spring from Fall 2026 through Spring 2029; include single-occupant vehicles, carpool vehicles by occupancy, transportation network company vehicles by occupancy, autonomous vehicles, trucks, transit vehicles, bicyclists, scooters/micromobility devices, and pedestrians.
  • Quantity: -  Unit: -  Work Item: Collect bus occupancy counts of employer commuter shuttles, Transportation Management Association (TMA) shuttles, and Valley Transportation Authority (VTA) buses at 17 bus stop locations during morning and evening peak periods. Specifications: Data collection within the two-week monitoring period in each fall and spring from Fall 2026 to Spring 2029; data to be used to determine the number of persons entering and exiting North Bayshore on buses.
  • Quantity: -  Unit: -  Work Item: Analyze vehicle traffic counts and vehicle classification data. Specifications: Deliver fall memo and final spring report with tables and figures; fall memo to analyze observed data in comparison with previous monitoring period (Spring 2026); final spring report to compare fall and spring data sets (2026-27, etc.).

Specifications: Spring report to include charts and description of traffic trends prepandemic (Fall 2019/Spring 2020); historic trend to be reported for morning/evening peak periods as line charts for traffic volume and area charts for mode share.
