General Project Description
The City of Oceanside Water Utilities Department is seeking proposals from highly qualified consultants to provide professional Project Management Services for complex water, wastewater, and recycled water Capital Improvement Projects (CIPs) for Fiscal Years 2026-2029, with an option for renewal. The selected consultant(s) will act as an extension of City staff, managing assigned projects under the direction of the City's Water Engineering Manager. Responsibilities include coordinating with internal City divisions and departments, consultants, contractors, regulatory agencies, and utility operations staff to advance projects through all phases: planning, design, permitting, bidding/procurement, construction, and closeout. Consultants will also oversee CIPs from initiation through construction completion, review and provide recommendations on reports, plans, and specifications from outside consultants, prepare staff reports, make oral presentations, and manage emergency situations. The scope of projects includes work on treatment facilities, pump stations, lift stations, reservoirs, and large-diameter pipelines, requiring experience with Southern California regulatory and permitting environments.
