General Project Description

The City of Oceanside is soliciting proposals for Construction Management (CM) and Inspection Services for the Lucky Street Water and Sewer Replacement Project. This project involves the replacement of existing gravity sewer and water main along Lucky Street. The CM and Inspection services span pre-construction, construction, and project closeout phases. Key services include organizing pre-construction meetings, reviewing submittals, schedules, and project procedures, performing contract administration and document control, conducting weekly progress meetings, preparing monthly progress reports, reviewing and documenting change orders, processing progress payments, handling Requests for Information (RFIs) and shop drawings, conducting daily field inspections to ensure compliance with contract terms, permits, and safety regulations, verifying as-built contract drawings, inspecting Water Pollution Control Plan (WPCP) compliance, overseeing site safety, coordinating materials testing and special inspections (e.g., compaction, concrete, AC pavement), performing claims avoidance and analysis, maintaining photo documentation, and assisting with project closeout. The underlying construction work includes removing and replacing VCP sewer with 8-inch PVC, installing additional PVC sewer and new manholes, replacing existing ACP water main with 8-inch PVC water main, adding new fire hydrants and appurtenances, replacing sewer cleanouts, demolition and abandonment of existing infrastructure, and roadway resurfacing.
