Riverside City is seeking bids from qualified and interested contractors for the following project titled, Landscape and General Outside Maintenance Services for South-East Quadrant Parkways and Medians, identified under Solicitation ID: 2533. Work is to be performed near 3900 Main St, Riverside, CA 92501, USA in Riverside County.

General Project Description

The City of Riverside is seeking proposals from qualified and experienced professional landscape maintenance firms to provide comprehensive landscape and general outside maintenance services for the South-East Quadrant parkways and medians, located South of the SR-91 Freeway within the City's public right-of-way. The project involves full-service maintenance for a diverse inventory of landscaped medians, parkways, turf areas, trees, shrubs, groundcover, irrigation systems, hardscape features, and drainage infrastructure. Key services include turf maintenance (mowing, edging, fertilization, dethatching, aeration, reseeding, overseeding), irrigation system operation and repair, tree and shrub care (pruning, replacement, cultivation, mulching), weed and pest control (chemical applications, hand removal, cultivation), litter and debris removal, vandalism and graffiti response, and general hardscape maintenance. The goal is to ensure public safety, regulatory compliance, aesthetic quality, and long-term landscape health.

General Bid Items

Specifications: Mowing (Once/Week), Edging (Once/Week), Fertilization (Four times/Year, using 22-3-9 or 16-6-8 fertilizer), Dethatching (Once/Year), Aeration (Twice/Year, by removing ½" diameter by 4"-deep cores of sod, with 6" spacing), Reseeding (as needed), Overseed (Once/Year for warm season turf in October, cool season between March 15-April 15 after dethatching).

Specifications: Trimming/Shaping/Pruning (up to 15' for safety/health/appearance); Raising Trees (for clearance as directed); Sucker Growth Removal (continuous); Pest/Disease Control (weekly or as directed); Dead/Diseased/Damaged Branch Removal; Staking/Re-staking/Re-tying (as needed, contractor supplied); Fertilization (as needed throughout year); Grass Removal (12" diameter from trunk).

Specifications: Pre-emergent chemical application (regular program); Hand removal (as necessary); Cultivation; Chemical eradication (except in reseeding areas); Broadleaf control (as needed, Four times/Year); Maintain all shrub beds, buffer zones, hard surfaces, tree wells, median islands, sidewalks, walkways, curbs, gutters free of weeds. Chemical Application (continuously as directed by Inspector).

Specifications: Turf, annual plants, trees, shrubs, vines, ground cover, and soil replacement (as needed due to Contractor's negligence, same species/size, within 24 hours for shrubs/groundcover, directed by Urban Forester Manager for other plants). Cost for plant materials damaged by acts of God/vandalism/accidents by contractor at cost, installed no cost. Specific plant replacements (monthly basis to ensure health/aesthetics, City determines desirability, contractor procures at cost, installs at no cost, soil amendments at no cost).
  • Quantity: -  Unit: -  Work Item: Litter and Debris Removal and Waste Disposal/General Cleanup. Specifications: Remove all trash and debris (bottles, glass, cans, paper/plastic, cardboard, dog litter, metallic items, tree leaves, fallen branches) (continuously/Once per Week/Prior to mowing/Daily for contractor's generated debris). Green waste disposed at Robert A. Nelson Transfer Station (1830 Agua Mansa Road, Riverside, CA), weigh tickets required. Clean sidewalks/roadways/trails (Daily). Empty Trash Receptacles (Daily).
  • Quantity: -  Unit: -  Work Item: Amenities Maintenance. Specifications: Keep Drains and Grates free of vegetation, debris, algae; cleaned yearly/Fall; tested for security.
  • Quantity: -  Unit: -  Work Item: Graffiti Removal. Specifications: Promptly remove graffiti on irrigation controllers, backflow enclosures, electrical breaker boxes, valve boxes, fences, curbs, sidewalks, and other hard surfaces (continuously); Report to City Call Center (951) 826-5311.

  • Quantity: -  Unit: -  Work Item: Signage Maintenance. Specifications: Keep monument, street, and other signs free of dirt and debris; Report damage immediately.
  • Quantity: -  Unit: -  Work Item: Traffic Control. Specifications: Furnish, install, and maintain all required traffic control devices and signage according to Caltrans Traffic Control Manuals and APWA Traffic Control Handbook.
