General Project Description
This Request for Qualifications (RFQ) seeks Design-Build services to transform the existing six-story, steel-framed building at 1660 Mission Street, San Francisco, into the Department of Public Health (DPH) Health Recovery and Connection Center. The project involves extensive interior demolition and rebuilding to accommodate new program functions, including a 24/7 Center, Mental Health Service Center (MHSC), City Clinic (sexual health services with BSL-2 laboratory), and DPH Administration Offices. The scope includes replacing major building systems (mechanical, electrical, plumbing, fire protection), architectural and comprehensive accessibility upgrades, and limited exterior modifications to the façade, entry, and utilities. Key components also involve a full modernization of existing elevators, addition of new dedicated elevators, a new convenience stair, code-required signage, installation of Direct Digital Controls (DDC) and Building Management System (BMS), implementation of specific security systems (Access Control, Video Surveillance), roof replacement with photovoltaic panel supports, exterior glazing replacement, and lateral force resisting system (LFRS) upgrades. The project aims for LEED V4.1 Gold certification and conversion to an all-electric building.
