Sanitation Districts of Los Angeles County is seeking bids from qualified and interested contractors for the following project titled, On-Call Construction Management Services, identified under Solicitation ID: 04219. Work is to be performed near 1955 Workman Mill Rd, Whittier, CA 90601, USA in Los Angeles County.

General Project Description

The Los Angeles County Sanitation Districts (LACSD) is seeking proposals from qualified firms to provide On-Call Construction Management (CM) Services. This project aims to supplement LACSD's internal staff by procuring up to six (6) firms to enter into three-year on-call agreements, each with a not-to-exceed contract amount of $1,500,000. The selected consultants will provide construction management, project controls, constructability review, scheduling, and related support services for various capital improvement and maintenance projects. These projects, ranging from under $50,000 to over $100 million, include the construction and rehabilitation of wastewater treatment plant infrastructure, pumping plant and sewer system improvements, landfill expansion, closure, environmental control projects, and energy/recycling/renewable resource facilities across Los Angeles County.

General Bid Items

  • Quantity: -  Unit: -  Work Item: On-Call Construction Manager (CM) Services. Specifications: Serve as field CM for District projects; ensure contractor compliance with Contract Documents, building codes, safety regulations, and legal requirements; respond to Requests for Information (RFIs); lead weekly progress meetings; review and process contractor schedules, monthly payment applications, change orders, and expense tracking; coordinate issue resolution with District Design staff and third-party agencies; prepare project correspondence and documentation; perform other related CM duties as requested. Minimum Qualifications: Bachelor's degree in civil engineering, Construction Management, or closely related field; 5+ years of direct CM experience on multi-disciplinary public works construction projects; knowledge of current construction practices and methods applicable to District work; effective communication skills; ability to learn and use District software systems.
  • Quantity: -  Unit: -  Work Item: On-Call Project Scheduler Services. Specifications: Review Critical Path Method (CPM) schedules and time-extension requests submitted by contractors; assist with the development and maintenance of P6 Master Schedules and provide input for updates to District scheduling specifications. Minimum Qualifications: 5+ years of experience reviewing construction CPM schedules for public works projects; Proficiency in Primavera P6 (required) and Microsoft Project; strong understanding of CPM principles, scheduling specifications, schedule analysis methods, and time-extension evaluation; effective communication skills.
  • Quantity: -  Unit: -  Work Item: On-Call Project Estimator Services. Specifications: Prepare or review cost estimates for construction change orders and evaluation of project alternatives. Minimum Qualifications: 5+ years of experience preparing and reviewing cost estimates for public works projects; Proficiency with Sage/Timberline estimating software; effective communication skills.
