Sanitation Districts of Los Angeles County is seeking bids from qualified and interested contractors for the following project titled, ON-CALL MANHOLE REHABILITATION SERVICES, identified under Solicitation ID: 04216. Work is to be performed near 1955 Workman Mill Rd, Whittier, CA 90601, USA in Los Angeles County.

General Project Description

The project involves on-call rehabilitation services for approximately 100 deteriorated sewer manholes per year, including special structures, across the Los Angeles County Sanitation Districts' service area. The rehabilitation methods include High-Density Polyethylene (HDPE) lining, Polyvinyl Chloride (PVC) lining, Fiberglass lining systems, Calcium Aluminate Cement (CAC) coating, Polyurethane protective coating, and Epoxy protective coating systems. The scope of work also includes associated tasks such as traffic control, obtaining encroachment permits, cleaning and surface preparation (e.g., removal of weakened concrete/brick, thorough cleaning for contaminants, removal of hydrogen sulfide damaged concrete, repairing exposed reinforcing steel), patching, localized repairs, resurfacing, eliminating active infiltration, and testing (e.g., holiday detection, adhesion testing, thickness verification, compressive strength testing). The Districts anticipate selecting up to four firms for a three-year on-call agreement, with an option for a one-year extension.

Specifications: Per SSPC-SP CAB1, SSPC-SP13/ NACE No 6 Surface Preparation of Concrete, ICRI-CSP6 (CSP between 4 and 6), thorough removal of grease, sludge, dirt, roots, magnesium hydroxide, other foreign deposits, chemical contaminants.
  • Quantity: -  Unit: -  Work Item: Removal of weakened concrete and brick. Specifications: Down to firm substrate, for CAC, polyurethane, and epoxy coating systems.
  • Quantity: -  Unit: -  Work Item: Rehabilitation of manholes with Calcium Aluminate Cement (CAC) coating system. Specifications: Minimum dry coating thickness 0.75 inch, from bottom of manhole frame to 4.0 inches below shelf (including shelf top), using SewperCoat or Strong-Seal High Performance Mix or approved equal.
  • Quantity: -  Unit: -  Work Item: Rehabilitation of manholes with Polyurethane protective coating system. Specifications: Epoxy primer (min 6 mils DFT) and high-build polyurethane topcoat (min 1/8-inch (125 mils) DFT on shaft, 1/4-inch (250 mils) DFT on base), from bottom of manhole frame to 4.0 inches below shelf (including shelf top). Materials: Zebron #386/9000 or Sancon 100 or approved equal.
  • Quantity: -  Unit: -  Work Item: Rehabilitation of manholes with Epoxy protective coating system. Specifications: High-build 100% solids, solvent-free epoxy resin (min 1/8-inch (125 mils) DFT on shaft, 1/4-inch (250 mils) DFT on base); keyed into substrate with 1/4-inch deep x 1/4-inch wide keyway. Materials: Tnemec Series 434, Sauereisen Sewergard 210, Neopoxy NPR-5304/5 or approved equal.
  • Quantity: -  Unit: -  Work Item: Installation of High-Density Polyethylene (HDPE) lining system. Specifications: Min 0.079 inch (2 mm) thick HDPE plastic liner with locking extensions (min 0.51 inch (13 mm) height studs), PE3408 polyethylene resin material, yellow color. Seams by extrusion welding, use of H-profile, tear-off profile & corner profile connections. Seal joints with sealant.
  • Quantity: -  Unit: -  Work Item: Installation of Polyvinyl Chloride (PVC) protective lining system. Specifications: PVC membrane between two (2) layers of fiberglass (e.g., Poly-Triplex® Liner System) or PVC membrane as outer layer (e.g., AltLiner™CIPM™ Liner System). Includes removal of existing PVC liner, concrete repair. Primer applied at 1 gallon/200 SF, epoxy mastic at min 375 mils DFT.
  • Quantity: -  Unit: -  Work Item: Installation of Cured-In-Place Fiberglass Lining System. Specifications: Polyvinyl Chloride (PVC) membrane between two (2) layers of fiberglass. Includes bypass/diversion of sewers, construction of baffle walls, removal of old CIPP liner, and sealing seams with Sikadur 31 or equal.
  • Quantity: -  Unit: -  Work Item: Enforcement of Traffic Control. Specifications: Per “California Manual on Uniform Traffic Control Devices” (CA MUTCD) or “Work Area Traffic Control Handbook” (WATCH) and local regulations.
  • Quantity: -  Unit: -  Work Item: Obtaining Permits and Licenses. Specifications: All applicable federal, state, and local permits and business licenses, including encroachment permits for public right-of-way.
  • Quantity: -  Unit: -  Work Item: Repair of reinforcing steel. Specifications: Sandblasting and coating with 40 mils of Sikatop Armatec 110 EpoCem, Sika Corporation, or BASF Emaco P24, or equal. Replacement if >50% cross-sectional area missing.
  • Quantity: -  Unit: -  Work Item: Patching, localized repairs, and resurfacing. Specifications: In accordance with coating manufacturer’s recommendations. Active infiltration to be eliminated. Concrete shelf reconstruction.
  • Quantity: -  Unit: -  Work Item: Testing and Inspection. Specifications: Coring for thickness verification (CAC), holiday detection testing (Polyurethane, Epoxy, HDPE), adhesion testing (Polyurethane, Epoxy, PVC), compressive strength testing (CAC). All repairs due to testing to be performed by contractor.
