Santa Clara City is seeking bids from qualified and interested contractors for the following project titled, Traffic Signal Maintenance, Repair, and Support Services, identified under Solicitation ID: 25-26-43. Work is to be performed near 1500 Warburton Ave, Santa Clara, CA 95050, USA in Santa Clara County.
General Project Description
The City of Santa Clara is soliciting proposals from qualified firms to provide comprehensive maintenance, repairs, upgrades, and construction support services for its traffic signal system. This includes approximately 145 traffic signals, 16 pedestrian hybrid beacons, 24 flashing beacons, 36 radar speed feedback signs, 6 lighted crosswalks, a reversible lane system, and 12 full-matrix message signs. The scope covers routine and preventive maintenance, responsive maintenance (repair/replacement of failed equipment), emergency repairs (24/7 service), construction support for capital improvement projects (e.g., cabinet testing, signal activation), and underground service alert (USA) monitoring. Work involves various electrical, communication, and civil engineering tasks to ensure the safe and efficient operation of the city's traffic infrastructure, including fiber optic cable maintenance and video detection systems.

Specifications: Annual inspections of all traffic signals, radar speed feedback signs, pedestrian hybrid beacons, pedestrian beacons, and lighted crosswalks at designated locations (Attachment A1). Program includes checking, testing, inspecting, record keeping, cleaning, repairing, and replacement of traffic signal equipment and infrastructure.

Specifications: Inspecting relays, switches, terminal strip screws, checking for rust, graffiti removal, pest mitigation, fan operation, cabinet light, and interior for water/dampness. Replace defective/malfunctioning cabinet assemblies (power supplies, outlets, BIUs, detector amplifiers, auxiliary equipment, relays, load switches, flashers, transformers).
- Quantity: - Unit: - Work Item: Traffic Signal Equipment Inspection and Verification. Specifications: Visually inspect and verify proper operation of all signal indications, blank-out signs, full-matrix signs, pedestrian indications, beacons, in-roadway light fixtures, and radar speed feedback signs for proper alignment and operation.
- Quantity: - Unit: - Work Item: Photoelectric Circuitry Service. Specifications: Check and adjust photoelectric circuitry as necessary.
- Quantity: - Unit: - Work Item: Power Control Unit, Controller, and Solar Panel Service. Specifications: Check power control units, controllers, and clean solar panels as necessary.
- Quantity: - Unit: - Work Item: Conflict Monitor Unit (CMU) or Malfunction Management Unit (MMU) Testing and Certification. Specifications: Test and certify all units, furnish results to Engineer within two weeks, notify Engineer within 24 hours for failed units.

- Quantity: - Unit: - Work Item: Traffic Signal Pull Box and Hand-Hole Service. Specifications: Inspect, expose buried conduits, reseal conduits if necessary.
- Quantity: - Unit: - Work Item: Pavement Condition and Detector Loop Resealing. Specifications: Visually check pavement condition around detector loops and reseal as necessary.
- Quantity: - Unit: - Work Item: Safety Light Operational Check and Replacement. Specifications: Perform operational check by removing or covering photoelectric units. Replace all malfunctioning safety lights with LED units as approved by Engineer.
- Quantity: - Unit: - Work Item: Responsive Maintenance for Signal Equipment. Specifications: Repair and/or replacement of cabinets, electrical hardware, vehicle signals, pedestrian signals, push buttons, APS equipment, flashing beacons, blank-out signs, cameras, fuse holders, photoelectric cells, conductors, wiring, conduits, solar panels, pull boxes, poles, bolts, and all mounting hardware, as necessary, after Engineer approval.
- Quantity: - Unit: - Work Item: Inductive Pavement Loop Repair/Replacement. Specifications: Perform per City Specifications.
- Quantity: - Unit: - Work Item: Fiber Optic and Copper Interconnect Cable Infrastructure Repair and Maintenance. Specifications: Troubleshoot and repair fiber optic communications infrastructure, perform optic testing (OTDR, power meter), fusion splicing, installation/removal of fiber optic equipment (termination panels, splice enclosures) per City Specifications.
- Quantity: - Unit: - Work Item: Emergency Repair Services. Specifications: Provide 24-hour, 7-day-a-week service for signal failure, malfunction, or collision damage. Includes cleanup, barricades, temporary signal controllers, power generators, poles, and traffic control.
- Quantity: - Unit: - Work Item: Construction Support Services (As-Needed). Specifications: Cabinet testing (21-day functional test), traffic signal activation (verify component installation, wiring, detector/signal head operation, camera views, etc.).
- Quantity: - Unit: - Work Item: Underground Service Alert (USA) Monitoring. Specifications: Adequately locate and mark all traffic signal conduits, interconnect/communication lines, and equipment within 24 hours of notification.
- Quantity: - Unit: - Work Item: Traffic Signal Installation (new). Specifications: Conform to Section 02086 requirements for signals, lighting, and electrical systems, including equipment (Econolite, Eagle), specific module types (LED, 12” diameter), and material for signal heads and backplates (die-cast/permanent mold-cast aluminum).
- Quantity: - Unit: - Work Item: Loop Detector Protection and Installation. Specifications: Avoid cutting existing loop detector conductors during trenching; if damaged, replace at Contractor's expense. New loop installation per Section 86 of Standard Specifications, using Type 1 loop wire and Type B lead-in cable with Hot-Melt Rubberized Asphalt sealant. Loops laid out and verified by City Traffic Operations. Test results for each loop pair must be 124 micro-henries inductance and infinite meg-ohms.
- Quantity: - Unit: - Work Item: Pull Box Installation and Replacement. Specifications: Conform to Section 86-2.06. Use No. 6 pull boxes (unless otherwise directed) with lightweight polymer concrete covers (max 120 lbs). Bed in 6” crushed rock, grout with 1” of grout. Mark covers "CSC Traffic Signal" or "CSC Interconnect". Install extensions as needed.
- Quantity: - Unit: - Work Item: Bonding and Grounding. Specifications: Conform to Section 86-2.10. Metal conduit electrically secure and grounded with ground rod/clamp at pull boxes (not more than 500 ft intervals). PVC/HDPE conduits use bare #8 solid copper wire to ground rod.
- Quantity: - Unit: - Work Item: Conductors and Wiring Installation. Specifications: Do not damage existing conductors. Replace damaged conductors with new ones from controller cabinet to new pull box. All connections in pull boxes "C" tapped, soldered, covered with waterproof heat shrink. Label all wiring. Minimum 10 AWG stranded copper for main power, 16 AWG stranded copper for individual signal lamp current, 22 AWG stranded copper for cabinet conductor.
- Quantity: - Unit: - Work Item: Interconnect Cable Installation. Specifications: Provide 3 ft slack for 25-pair cable in cabinets, 8 ft slack in pull boxes. Use identification bands. Splices enclosed in PVC chambers (City performs splicing, Contractor provides watertight seal on cable ends).
- Quantity: - Unit: - Work Item: Cable Testing. Specifications: Perform continuity tests and 500V megger tests for resistance on all installed cables before final acceptance. Submit results to Engineer.
- Quantity: - Unit: - Work Item: Video Vehicle Detection System Installation. Specifications: Furnish and install Econolite Autoscope Encore (or approved equal) system, including camera with zoom lens, machine vision processor, mounting hardware, communications interface panel, detector port master, video detector cable, and all associated equipment/labor to make system fully operational. Site survey required.
- Quantity: - Unit: - Work Item: Signal Standards and Posts. Specifications: Conform to Section 86-2.04 (Standards, Poles, Steel Pedestals and Posts) and Section 02086. Foundations conform to Section 86-2.03 (Foundation). Excavation and backfilling conform to Section 86-2.01.
- Quantity: - Unit: - Work Item: Pedestrian Signals and Pushbuttons. Specifications: Pushbuttons: Type B color black, large button, ADA compliant "Bulldog" type (Polara or approved equal). Audible pedestrian signals: Novax DS-100 Series or approved equal, emitting "cuckoo" or "peep peep." Pedestrian signals: Uniform appearance countdown signal (Dialight or approved equal).
- Quantity: - Unit: - Work Item: Conduit Installation. Specifications: Galvanized schedule 40 steel or schedule 80 HDPE, minimum 18” cover from finished grade. Trench around 2” wider than conduit outside diameter, max 8” wide. Backfill with controlled density fill or commercial quality Portland Cement Concrete (min 564 lbs cement/CY). Top 2” backfilled with asphaltic concrete. Minimum 2” sand encasement for conduit.
- Quantity: - Unit: - Work Item: Salvage Material Handling. Specifications: Salvaged material placed on pallets and returned to City Corporation Yard (1705 Martin Avenue, Santa Clara, CA 95050) in good condition.
