General Project Description
The City of Simi Valley is seeking a qualified engineering consulting firm to develop a comprehensive 10-Year Master Plan for its Water Quality Control Plant (WQCP). This project involves detailed documentation, technical justification, and deliverables for various master plan elements, including flow and load projections, WQCP configuration analysis, process modeling, unit process inspection, regulatory impact analysis, automation and controls evaluation, biosolids management strategies, organizational analysis, Capital Improvement Program (CIP) development, and financial analysis. The consultant will incorporate regulatory, technological, and industry developments throughout the project and ensure all findings integrate into final recommendations and the CIP.
