San Jose City is seeking bids from qualified and interested contractors for the following project titled, Affordable Housing Development of Two City-Owned Sites, identified under Solicitation ID: RFP CSJ HSG 12-15-2025. Work is to be performed near 200 E Santa Clara St, San Jose, CA 95113, USA in Santa Clara County.

General Project Description

The City of San José Housing Department invites qualified developers to submit proposals for the design, financing, and construction of high-quality workforce/middle-income housing on two City-owned sites: 71 Vista Montana and 817 The Alameda. The project aims to expand the supply of permanently affordable and mixed-income housing, support diverse households, and advance equitable growth. The selected developer will be responsible for all stages, including predevelopment, due diligence (zoning, soils, environmental, hazardous materials, traffic, utility studies), community outreach, entitlements, environmental review (CEQA), securing land use approvals and building permits, structuring and obtaining financing (including Low-Income Housing Tax Credits and bonds), managing construction activities (contractor selection, cost control, quality assurance, prevailing wage, local hire), and providing long-term property and asset management. Site #1 requires demolition of existing structures, and Site #2 involves either new construction or conversion of an existing hotel.
